I have been asked by my principal ( as I still have 0.4 ICT allocated to me in my DP's role ) To put together a 5 year plan for asset replacement, register of equipment planning for maintaining and adding to existing infrastructure etc etc...... Where do I start can anyone give me an outline, framework, guide, ideas, copies that I can adjust to our school environment please help me????

I personally had little to do with that side of IT at our school (huh, fortunately) but there are people like Peta M, Rod Blitvich and no doubt a few others a round to help you. Maybe you could message them directly.

Here are some points to get you started.
5 Year Plan.
1. Start with an audit of the school resources. Compile a database. (Location, Computer purchase date & make(for age),serial numbers) This is essential. All computers need to be less than 4yrs old and of specific specifications, to comply with DET requirenments for SOE or OTLS you need serial number for warrenty. Knowing what you have then plan for what you want( vision),regualr replacement of old machines important part of plan.
Note: you can get DET techncial people out who will survey your current network infrustructure and give you a comprehensive report of what need to occur to bring it up to DET specifications. Servers, cabling, switches, network printers etc. see your CRM.
2 Survey needs of school, what teachers need in ICT and how they would like it to be for 21 Century learning( short and Long term)-equipment, software,peripherials, PD. Plan to replace all computr every five years. Consider required Student/computer ratio. 1:2. Decide whether to purchase of lease, remember about disposal of old equipment. Fund and plan accordingly.
ICT Committee- planning, support.
3 Finance. ICTplan should be recognised as part of whole school development and have appropriate sustainable funding.
You can also apply for various grants. eg Digital Revolution
Remember "Total cost of ownership" equipment, licences, technical support, maintainence- consumerable ( mouse, key board). These other costs are often forgotten.
Implementation
Supplier-maintenence may be easier if one supplier
Housing of equipment servers,consumables, laptops etc
Software and licences required. Need to keep accurate records of your licences. I suggest library cataloguing.
